Adults who cannot use the English they studied a decade or two ago usually hit two things at once: they recognize a word's meaning but nothing comes out of their mouth, and from that they conclude they must restart from the beginning. But recognizing the meaning is itself proof the material is still there. What is missing is not vocabulary — it is the retrieval path. Comprehension and production run on different circuits, so someone who only ever read and listened can study for years and still have never trained the producing side once.
